M6C2 – Innovation, research and digitalization of healthcare service

Investment 1.3.1 (b) Adoption and use of EHR by Regions / autonomous Provinces - Enhancement of digital infrastructure

The purpose of this sub-investment is to enhance the electronic health record (EHR) in order to ensure its nationwide deployment.
The National Recovery and Resilience Plan (NRRP) takes action to strengthen the EHR with four objectives:

  1. Access: to create a homogeneous EHR throughout the country, which represents the single and exclusive point of access for patients to the services of the National Health Service;
  2. Integration: to make the EHR an effective tool for diagnosis and treatment, sharing relevant clinical data between professionals and healthcare facilities (both public and private), guaranteeing continuity of care throughout the territory, being useful for the management of chronic patients, and integrating with pharmacies in the definition of the treatment plan;
  3. Personalization: increase the quality and numerosity of clinical data in the EHR to contribute to the capacity for personalized diagnosis and treatment by healthcare professionals;
  4. Policy: create a knowledge base on the health status of the population, which contributes to providing information to health institutions to support them in the definition and implementation of prevention, health planning and governance policies, and to research institutions for medical and biomedical research activities.

Purpose of the measure

The FSE 2.0 represents a significant step forward in the digitalisation of health data and towards a new vision of healthcare in which technological innovation contributes to the strengthening of local assistance and the overcoming of inequalities.
Through this measure we intend to bring about a profound change in the technological infrastructure underlying the provision of assistance, the analysis of health data and the predictive capacity of the Italian Ministry of Health.
